Rules and responsibilities in Elgin
Elgin is in Scotland, which has its own system. Building work, including many fire door replacements, is governed by the Building (Scotland) Regulations 2004 and the Technical Handbooks, with Section 2 covering fire; where a building warrant is needed it comes from the local authority. In non-domestic premises, the Fire (Scotland) Act 2005 and the Fire Safety (Scotland) Regulations 2006 set the duties.
The common parts of private blocks of flats largely sit outside Part 3 of the 2005 Act, so the fire risk assessment and housing obligations usually drive fire door work in residential buildings in Elgin.
